FCC defines Basic Economic Areas in the USA as one or more county boundaries, and publishes a vector file defining them. Some spectrum is geographically allocated (Part 22, mostly) to one or more BEA's, and some 800 MHz spectrum, notably the Sprint/Nextel vacated spectrum, is allocated using BEA's.
The Adjacent Channel Power Ratio is defined by TIA TSB-88, and cannot currently be changed. Since it is now derived from plotted charts, rather than being represented by polynomial coefficients as it was in TSB-88.B, there are some anomalies, like values of 1+ dB even when co-channel using different modulations.
